I have actually never heard of mint flakes...are these dried mint leaves?
This is what Better Homes and Garden's says about fresh and dried herb substitutions in general so it may work for this as well :)
"To do so, use 1/3 the amount of dried herb called for in the recipe. For example, substitute 1 teaspoon of dried herb for 1 tablespoon of fresh herb."
