What could be causing excessive itching?

My mom has been struggling with this problem for a couple of months now and it seems like there is no real solution. The creams prescribed by dermatologist only help a little and she cannot stay on them because of high blood pressure medication. I am thinking that it could be directly related to the liver and that this is no allergic reaction.

The only thing I can think of is doing an elimination diet. Potential triggers include gluten, eggs, dairy, soy and nuts. Taking those out of the diet may help decrease symptoms.

She has been to an allergist and I personally do not think the elimination works..could liver damage through drinking cause this problem
