Why do some soup recipes instructs to steam and cool the vegetables first while others do not?

how come on some soup recipes you have to steam and cool the vegetables first and not on others

Some vegetables develop better flavor after they are steamed and unlocked some nutrients that wouldn't be as available like tomatoes. Others are really tough like carrots and steaming prior to making it as a soup can allow for better development of texture.

We always request to use cooled items in the NutriBullet 900 or 600. The cups are not designed to hold hot items.
