When the recipe calls for "1/4 Lemon (peeled)" does that means both the flesh and the skin?

peeled off or only the yellow skin peeled off leaving the white skin? ditto for "1/2 Orange (peeled)"

When a recipe asked for lemon peeled then only add the flesh of the lemon and no rind or the pith.
